You should use these instructions only if the Java file does not work for downloading OpenCV. The file is named "DownloadOpenCVNativeLib".

install chololatey [2]

run powershell as administrator [3]

iwr https://chocolatey.org/install.ps1 -UseBasicParsing | iex

choco upgrade chocolatey

choco install opencv
