      The  Ohio  State University is the owner of U.S. Patent No. 5,633,859
      entitled "Method and Apparatus for Congestion Management in  Computer
      Networks Using Explicit Rate Indication," issued May 27, 1997.

      The  Ohio  State  University  hereby  declares that it is prepared to
      license its patents which  are  necessary  to  manufacture  and  sell
      implementations  using  the  algorithms  covered by the patents which
      have been discussed in the ATM  Forum  Traffic  Management  Technical
      committee.  The  license  will  be  granted to an unlimited number of
      applicants  on  a  non-exclusive  basis  and  on   non-discriminatory
      throughout the world under reasonable terms and conditions.

      Any  application  for  a  license  under  the Patent pursuant to this
      Patent Statement should be made to:
