You create menu, toolbar, and toolbox items in a toolset in the same way that you create those items in a module. When you create menu, toolbar, and toolbox items in a module, the module is used as the parent. In contrast, when you create a toolset component such as menu panes, the toolset is used as the parent of the toolset component. The toolset is used as the parent because the components need to be managed by the toolset when the the toolset is swapped in and out of the GUI.
